Dear people of Greater Upper Nile, the social history of humankind is, in large part, a tale of power and of the conflicts it generates, in various spheres of life, especially in the last 100 years in South Sudan this was seen as the case between scrounging and productive groups. Power can be seen as the imposition of restrictions by one person or group on the freedom of thought, speech and action of others.

In 2013, a virus has sprung up and spread throughout the Greater Upper Nile. It has taken hold of people's minds and bodies, it has affected attitudes and directed actions, it has dominated the life and marked the death of Greater Upper Nile and entities and Communities who live in our Lands. The name of this virus is SPLM and Jieng Council of Elders. From Bentiu to Fangak, Malakal, Yuai, Ulang, Malut, Renk, Maban, Nasir, Pagak, Bor and Pibor. SPLM has emerged and operated in various forms and under various disguises and denominations.

Brothers and sisters of Greater Upper Nile, it is time to change the nature of this virus and the diseases and destructions it has deposited. It is time to unmask the ideological cover-ups provoked and accepted throughout the wars of Civil War in 1980s, though 1990s and during 2000s leading toward independent of South Sudan. Thus, the time has come to put forward a new paradigm capable of explaining a series of otherwise inexplicable phenomena. In order to do this we have to admit that SPLM is a virus and to trace the origins and growth of this virus and dismantled it all together.

 

 

In order to do this, the People of Greater Upper Nile are calling for Confederations. 

  1. The people of Greater Upper Nile call for the Confederation that will be inclusive for all people of Greater Upper Nile on the basis of the principle of self-determination.

 

  1. Federal Democratic Republic of Upper Nile, shall be the name of the Country with 10 states, Malakal shall be the Capital of Upper Nile, Ten States will be as follow, Adar, Sobat, Phow, Bibor, Fashoda, Jonglei, (Bieh will be divided into two States Akoba and Bieh States), and (Bentiu also will be divided into two States, Bentiu North (Capital Bentiu which will comprised Mayom, Mankien Abiebnom, Guit, Rubkoni and Bentiu South Capital Leer which will comprise Leer, Koch, Adok, Mayendit, Panyijiar and Nyal. However, mapping will be details later)

  2. The people of Greater Upper Nile call to the full ownership of the lands and territories for the preservation of the people and the settlement of the surplus population in Greater Upper Nile.

  3. Only those who are our fellow in Greater Upper Nile can become citizens and only those who have Upper Nile blood, regardless of creed, can be our Citizens.

  4. The people of Great Upper Nile call that the Upper Nilians people have rights equal to those of other nations.

  5. People of Upper Nile have right to choose the government and determine the laws of the State that shall be belong only to citizens of Upper Nile. This will include, therefore the call that no public office, of whatever nature, whether in the central government of Upper Nile, the States, or the Counties, shall be held by anyone who is not a citizen of Upper Nile.

  6. All citizens of Greater Upper Nile must possess equal privileges and responsibilities of the Upper Nile.

  7. Workers Party of Upper Nile calls for a free education for all children in public schools and will banned any children's factory labor in its present form.

  8. The Workers Party of Upper Nile calla for the eradication of the SPLA and the creation of a national army that shall be call Upper Nile Army (UNA)

  9. The primary obligation of every citizen must be to work rationally or physically for or to the interest of the Greater Upper. No individual shall do any work that affronts against the interest of the community to the benefit of all.

  10. The job of the government would be to promote higher education, and thus the opportunity to reach into positions of leadership, the State must assume the responsibility of shaping systematically the entire cultural system of the people of Upper Nile.

  11. The State has the duty to help raise the standard of national health by providing maternity welfare centers, by prohibiting juvenile labor, by increasing physical fitness through the introduction of obligatory sports and by the greatest possible encouragement of associations concerned with the physical education of the youths.

  12. The Workers’ Party of Upper Nile calls that the official language of Greater Upper Nile, which serves as an official language of the Federal Democratic Republic of Upper Nile, shall be from Greater Upper with a second language within the Upper languages.

  13. The Workers’ Party of Upper Nile call for the nationalization of all profits and call for profit-sharing in large industries, such as Oil and Gas, natural resources and so on.

  14. The Workers’ Party of Upper Nile call for freedom for all religious faiths in the state, insofar as they do not endanger its actuality or affront the moral and ethical sense of the Upper Nile challenges.

  15. The Workers’ Party of Upper Nile calls for the creation of a strong central authority in the State, the unconditional authority by the political central parliament of the whole State and all its organizations.

  16. The Workers’ Party of Upper Nile calls that the State shall be above all commence to ensure that every citizen shall have the prospect of living courteously and earning a livelihood the Citizens deserve.

Greater Upper Nile, (Federal Democratic Republic of Upper Nile) is drifting toward the rocks. The people of Greater Upper Nile are suffering under the current Union of South Sudan. As a result, people of Greater Upper are making tough choices. A new platform is already has been drafted to build any support for a functioning future framework. The movement should be built upon three core principles, which the political system continually fails to act on currently in South Sudan. We must demand these principles not as tribal nor political aimed goals alone, but as moral mandates:

  1. We must declared Greater Upper Nile as an independent country with its own government. A Government which be lead by the people for the people and will not be a paralyzed government by an accumulation of obsolete programs and mindless bureaucracy. We have learned our lesson already because the bureaucratic is what destroyed the current South Sudan lead by SPLM-SPLA which smothering the South Sudanese spirit. The current failed system is Initiative and spontaneity illegally action — bogging down the entire country. The solution for the current situation in South Sudan will not be to get rid of the current government but is to breaking up the current country into three regions, Greater Upper Nile is one of them.

  2. Now, the Federal Republic of Upper Nile must not mortgage the future of Greater Upper Nile on this unrealistic unity of South Sudan. The undisciplined accretion of SPLM-SPLA and entitlements is immoral, making our children labor for their benefits should be a learned lesson for the future of Federal Democratic republic of Upper Nile. The solution is not to terminate the current government but to overhaul separation of the three regions to eliminate their many inefficiencies and inequities, and to make sure the Federal democratic Republic of Upper Nile is responsible for its people. 

  3. Federal Democratic Republic of Upper Nile must be a responsible steward of the Greater Upper Nile’s resources. Federal Democratic Republic of Upper Nile will have no moral authority to uses the resources for the gained of a few rather for the development of Greater Upper Nile and the security of Federal Democratic Republic of Upper Nile. Unless it is disciplined in its use and oversight of finite natural resources. This requires the Greater Upper Nile to separate from the current Unity of South Sudan. This new incentives platform will be the guidance that protect the needed levels of sustainability in Greater Upper Nile.

 

To accomplish these goals, people of greater Upper Nile needs to declared their own independent from the current failed States of South Sudan. There’s no avoiding it. The Jieng Council of Elders along with the so called SPLM-SPLA is set in legal concrete to destroyed loot and enrichment of the elites. Fulfilling moral mandates of responsible government requires a new chapter which is the independency of Greater Upper Region— replacing this massive junk pile of well-meaning Dinka Council of Elders's government in Juba with a well practical structures government that meet the needs of Greater Upper Nile society, not Dinka Council governments.

Federal Democratic Republic of Upper Nile’s political culture will not be based on Tribal structures as that of the current failed SPLM of Dinka led political party. Rather, it will be based on moral, by law and society's norms that are rooted to the culture of the people of Greater Upper Nile. It has become cleared that the current Dinka system in Juba is lead by as special interests succeed in preventing any sustainable future for the people of South Sudan, which should be treated as a learned lesson. Breaking free of this broken political culture requires a new vision, fueled by moral imperative, of where Greater Upper Nile's people needs to go. What’s the right thing to do? That’s the question that should guide our choices, and define Federal Democratic Republic of Upper Nile’s future.
